Kyle Zebley is Chief Executive Officer of the ATA, the catalyst for advancing innovation and the transformation of healthcare through virtual care, digital health, and AI-enabled care models. He also serves as Executive Director of ATA Action, the association’s advocacy arm and a leading voice driving federal and state policy change to support sustainable, modernized, digitally enabled healthcare.
As CEO, Kyle is committed to shaping the future of healthcare delivery through education, advocacy, and evidence-driven frameworks, powered by the collective intelligence of the ATA’s diverse membership. The ATA, under Kyle’s leadership, is focused on enhancing member-driven initiatives to empower collaborative solutions that support sustainable, modernized healthcare. Key member-led initiatives include the ATA Center of Digital Excellence (ATA CODE), special interest groups, councils that bring together top clinicians, healthcare executives, and policy experts, and innovative coalitions that are addressing some of the most high-profile challenges facing healthcare today.
Kyle joined the ATA in July 2020 as Senior Vice President of Public Policy and has since significantly expanded the organization’s policy and advocacy footprint, including overseeing the launch of ATA Action in 2022. As its founding Executive Director, a role he continues to hold, he leads bipartisan coalitions to advance meaningful federal and state policy wins, including preserving and extending critical telehealth flexibilities across Medicare, Medicaid, and commercial markets. He is a trusted advisor and policy advocate, fostering relationships with officials at The White House, key federal agencies, and bipartisan Congressional and state leaders to promote policies that expand telehealth and digital health access. Kyle brings deep experience across state, federal, and global health policy, spanning both the executive and legislative branches of government.
Prior to joining the ATA, he served as Chief of Staff in the Office of Global Affairs at the U.S. Department of Health and Human Services, overseeing global health security and international health diplomacy, and previously as Legislative Director to Congressman Tom Price, M.D. Kyle is a frequent speaker and commentator on healthcare modernization and digital health policy.
