José Arrieta is the former Chief Information Officer and Chief Data Officer of the United States Department of Health and Human Services, where he oversaw $15.2 billion in IT investments, $800 billion in grants, and $26 billion in federal contracts. He led cybersecurity operations supporting more than 174,000 users across a global network transacting with over 160 countries, strengthening digital resilience at one of the largest civilian agencies in government.

A nationally recognized modernization leader, José directed some of the government’s most ambitious technology transformation efforts. He helped lead the nation’s largest public health surveillance initiative, applying supervised machine learning to predict pandemic hot spots and optimize resource distribution. He is widely regarded as a pioneer of blockchain adoption in the public sector, delivering early implementations that reduced cost, improved integrity, and accelerated federal acquisition processes. His work spans modernization initiatives across HHS, GSA, Treasury, DHS, and TSA, with a focus on high risk program oversight, enterprise architecture, and acquisition reform.

José is the Founder and Chief Executive Officer of Imagineeer, a mission-driven digital modernization studio that develops foundational solutions across healthcare, federal and state government, financial services, and emerging technology sectors. Under his leadership, Imagineeer evaluates more than 350 advanced technology companies each year, focusing on artificial intelligence, quantum computing, cybersecurity, and digital trust. He actively advises startups across navigation systems, post quantum security, micropayments, sports streaming, mental health, and counter disinformation platforms.
