Lesly Henderson Rubio is the Executive Director of the U.S. Chamber’s Coalition for the Rule of Law in Global Markets. She is a program and policy leader with more than a decade of experience designing and leading initiatives at the intersection of public policy and private sector engagement across Latin America and the Caribbean. She has led complex, multi-country programs focused on market development, food security, governance, and economic opportunity, working closely with governments, businesses, donors, multilateral organizations, and civil society partners.

Throughout her career, Lesly has led international trade promotion initiatives at the Guatemala’s Exporters Association (AGEXPORT) and the Korea Trade and Investment Promotion Agency (KOTRA) in Guatemala, Honduras and El Salvador. She has also mobilized investment funding and built strategic partnerships partnering with U.S. Agency for International Development (USAID) and local private sector in Guatemala. Her experience spans program strategy, stakeholder engagement, policy analysis, and international trade promotion, with on-the-ground leadership experience in Guatemala, Colombia, Venezuela, Argentina, and Bolivia. She has successfully convened diverse stakeholders to address regional challenges, facilitate dialogue, and develop actionable solutions in complex political and economic environments.

In addition to her program leadership experience, Lesly has advised and mentored emerging public sector and international affairs professionals in Central America. She is passionate about strengthening institutions, fostering public-private collaboration, and promoting policies that create economic opportunity and long-term resilience across the Americas.

Lesly holds Bachelors Degrees in International Relations and Political Science by Francisco Marroquin University in Guatemala, and a Master in Public Policy by KDI School of Public Policy and Management in South Korea.
