Ben Jacobs is a Director at the China Center of the U.S. Chamber of Commerce, where he works on U.S.-China policy issues including intellectual property rights, digital trade and cybersecurity, standards, competition policy, and market access barriers. He leads the China Center’s ICT-Data Working Group, helping members analyze the ongoing evolution of China’s ICT and data space.

Prior to joining the Chamber, Ben worked as an ICT policy analyst for the U.S. Information Technology Office (USITO) and as a project consultant at APCO Worldwide in Shanghai. Ben graduated with a B.A. in Social Studies with university honors from Wesleyan University, and received an M.A. from Harvard University’s Regional Studies – East Asia program. He is professionally fluent in Mandarin Chinese.
