Jim Mullinax is the Director of the Office of Sanctions Policy and Implementation in the Economic and Business Affairs Bureau in the Department of State, where he leads a team of over 65 foreign service officers, civil servants, and contractors to coordinate on sanctions targeting, policy, and implementation with foreign partners, interagency colleagues, and regional bureaus.

He previously served as Consul General in Chengdu, China (2017-20), where he managed all aspects of the U.S.-China relationship in Sichuan, Chongqing, Guizhou, Yunnan and Tibet until the suspension of our operations there in 2020. He has spent the majority of his career in Asia, serving in Manila (1994-96), Surabaya (1996-98), Taipei (2002-06), Hong Kong (2007-10), Shanghai (2010-13), and Jakarta (2014-17).

In Washington, Jim was the Deputy Director of the Intellectual Property Enforcement Office and he established the Economic Bureau’s China Team. He was Acting Director of the East Asia and Pacific Economic Policy Office (2013) previously worked in the Economic Bureau’s Office of Monetary Affairs (99-01), where he was responsible for macroeconomic analysis and U.S. policy on debt relief and restructuring for African and Eastern European nations.

Jim is a graduate of the University of Puget Sound. He holds an MA from Ohio University and an MPA from the Kennedy School of Government at Harvard University. He speaks Mandarin Chinese and Indonesian. His married to well-known food writer Tzu-I Chuang Mullinax and they have two sons.
