Jessica A. Milano serves as the Chief Program Officer for the Office of Capital Access at the US Treasury Department. In this role, she oversees the implementation of programs under the American Rescue Plan including the State and Local Fiscal Recovery Fund, the Emergency Rental Assistance Program, the Homeowners Assistance Fun, the Capital Projects Fund, and the State Small Business Credit Initiative. She also coordinates Treasury’s work on the Interagency Community Investment Committee (ICIC), working across agencies and with community stakeholders to improve community investment programs in underserved areas.

Prior to joining Treasury, Ms. Milano held positions as Vice President and Director of ESG Investment Research for Calvert Research and Management, an investment management firm based in Washington, DC that invests across global capital markets and with Calvert Impact Capital helping launch several small business recovery funds to support community-based businesses across the US. From 2012 to 2017, Jessica served in the Obama Administration, first at the Small Business Administration and then as a Deputy Assistant Secretary at the Treasury Department where she oversaw policy initiatives to connect more families, small businesses, and communities to safe and affordable credit.

She holds a MA in Applied Economics from The Johns Hopkins University and received her BSc in Government from the London School of Economics. She lives in Maryland with her husband and daughter.
