Council Member Tiffany D. Thomas is a dynamic public servant and coalition builder serving as the first woman Houston City Council Member for District F. Known for her people-centered approach and fearless policy execution, Thomas is redefining local governance through clarity, courage, and community trust.
As Chair of the Housing and Affordability Committee under two mayoral administrations, Thomas has been at the forefront of municipal housing policy, mobilizing millions in rent relief during the COVID-19 pandemic and homeowner assistance after Winter Storm Uri. Notably, she successfully championed the CDBG-DR24 amendment, securing a historic shift of $100 million in disaster recovery housing funds following the 2024 Derecho and Hurricane Beryl. A recognized voice on community development, she has published an op-ed in the Houston Chronicle outlining a strategic path forward for the city's affordable housing and homelessness continuums, and in the National League of Cities’ CitieSpeak blog on U.S. Cities’ role in affordable housing. Additionally, she is a sought-after speaker, presenting before major organizations including the U.S. Chamber of Commerce and the National Association of Housing and Redevelopment Officials.
Her signature housing initiatives include launching the annual Faith & Affordable Housing Summit to connect faith institutions with development partners, and spearheading community education around heirs' property to ensure generational land retention. Additionally, her inaugural Mobile Care Day delivers dignified, place-based wraparound support to unhoused individuals on Houston’s west side.
Beyond City Hall, Thomas connects research to action as an Associate Professor of Community Development at Prairie View A&M University—the same institution where she earned her master’s degree, following a Bachelor of Arts from Sam Houston State University’s Dan Rather School of Communication. She is a proud member of Delta Sigma Theta Sorority, Incorporated, National Social Action Chair for The Links, Incorporated, a 2025 Local Elected Unum Fellow, and a leader on the National League of Cities’ America’s Housing Comeback Taskforce.
