Rich Barcaskey is an accomplished executive with over two decades of experience in labor relations, association management, transportation policy, and industry advocacy. As the Executive Director of the Constructors Association of Western Pennsylvania (CAWP), he has led initiatives to strengthen the region’s heavy and highway construction sector. Under his leadership, CAWP has played a pivotal role in shaping labor-management relations and supporting sustainable infrastructure investments in the region.

Rich’s expertise spans labor relations, workforce development, legislative affairs, and regulatory compliance, making him a trusted advisor to policymakers and industry stakeholders alike. He is a consistent advocate for policies that promote safety, innovation, and economic growth within the construction industry, earning him recognition as a respected voice in transportation advocacy circles.

In addition, Rich is actively involved in several civic and industry organizations. He serves on the Board of Directors for Partner4Work, a workforce development organization in Pittsburgh, and serves on the Pennsylvania Transportation Advisory Committee and the Pennsylvania Prevailing Wage Appeals Board. Rich earned his Master of Business Administration and Bachelor of Arts degrees from Duquesne University.
