Alison Kearns is the Planning and Implementation Branch Chief for FEMA Region 9’s Mitigation Division, where she leads resilience efforts to support the State of California, as well as Arizona, Hawaii, Nevada, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and over 150 federally recognized Tribal Nations. Her branch manages several key federal programs designed to bridge the gap between hazard mitigation planning and the implementation of actions that enhance community resilience to natural hazards.

With nearly 15 years of experience in emergency management, Alison began her career at the Florida Division of Emergency Management before joining FEMA. At FEMA, she has held roles as a Community Planner, Senior Community Planner, and Risk Analysis Branch Chief, prior to assuming her current position in 2022.

Alison earned a Bachelor of Science in Geography and Environmental Studies, focusing on Meteorology, and a Graduate Certificate in Emergency Management and Homeland Security from Florida State University.
