Dan Mouton was named Vice President and Chief Executive for Lockheed Martin Middle East in November 2025, assuming full responsibility January 1, 2026. With extensive experience spanning senior U.S. government service, Middle East embassy postings, and defense industry leadership, he brings exceptional regional, industry, and government expertise to advancing Lockheed Martin's strategic partnerships across nine countries in the region.

In his role, Mouton leads Lockheed Martin's strategy and customer engagement across the United Arab Emirates, Bahrain, Kuwait, Qatar, Oman, Jordan, Lebanon, Iraq, and Pakistan. He is focused on strengthening collaboration with government and military leaders, as well as industry partners
to deliver advanced defense capabilities aligned with U.S. and regional priorities.

Prior to joining Lockheed Martin, Mouton directed Middle East defense and export policy for the U.S. National Security Council, where he worked directly with regional leaders. Mouton also previously held a senior role on the Secretary of Defense's personal staff as the Director of the Secretary's Action Group at the Pentagon. His industry experience includes senior roles at Northrop Grumman, where he directed the corporate relationship with the White House and the Pentagon, aligning billion-dollar business development initiatives.

Mouton graduated from the U.S. Military Academy at West Point and Princeton University's Department of Near Eastern Studies. He also graduated from the U.S. Army War College's Advanced Strategic Arts program and is currently with the University of Virginia’s Darden School of Business Executive MBA Program. He serves as a Nonresident Senior Fellow at the Atlantic Council's Scowcroft Middle East Security Initiative, contributing to policy development on regional security and U.S.-Middle East relations.

Youssef is an experienced Director of Business Development, Strategy and Government Affairs, he currently serves as a Regional Director for Industry Development for Lockheed Martin in the Middle East. In his capacity, he develops wider strategy for corporation engagement with Industry, governments and commercial partners, including developing $ XXX M deals through economic value creation programs, industrial development cooperation and international technology/R&D partnerships. His record success spans over last 20 years developing business and growth strategies in more than 30 markets in the Middle East & Africa regions.

Major achievement came through complex governments and leading corporations Multi $Bn deals, end-to-end large scale infrastructure technology projects, industrial partnerships and growth roadmaps programs. He has practical experience developing Business-to-Business / Business-to-government deals, strategic relationships, C-level and government officials engagement, government affairs, public policy and. Youssef holds a master’s degree in Business Administration and did undergraduate’s studies on in USA, France and Middle East. He has participated in various global leadership development programs in Europe, Asia and Latin America.

Youssef speaks fluently Arabic, English, French and he is based in Abu Dhabi, UAE.

Prior to Meta, Basma served at the Prime Minister’s Office of the UAE as advisor in Strategy and Innovation. She has a Bachelors in Economics and Finance and holds an MBA degree.
