Otto Abasi Williams is a leading executive in digital payments and financial services. He is currently serving as the SVP PayPal World and Regional Head and General Manager for PayPal in the Middle East and Africa. Otto is executing PayPal’s mission to enable global wallet interoperability and provide inclusive cross-border digital payment to consumers and merchants across the Middle East and Africa, while driving PayPal’s revenue growth, and deepening meaningful relationships with financial institutions, fintech companies, governments, and technology partners.
Under Otto’s leadership, PayPal has expanded its presence across the Middle East and Africa, including the launch of its first regional headquarters in Dubai. He is also leading the global build and rollout of PayPal World, a pioneering global platform that connects major digital wallets and payment systems, by simplifying cross-border commerce and enabling merchant access to billions of consumers. Otto is advancing PayPal’s mission to build inclusive, scalable digital payment infrastructure worldwide.
Previously, Otto spent nearly 12 years at Visa, and served as the Head of Product, Partnerships, and Digital Solutions for Visa in the Central and Eastern Europe, Middle East and Africa (CEMEA) region. Otto led the commercialization, delivery, and revenue growth of Visa’s products and solutions with banks, Fintechs, Telcos, and Bigtechs.
Otto brings strong leadership in the digital financial services space. He has launched products, published patents, completed strategic partnerships, venture investments deals, and successfully launched and scaled global products and commercial programs including Google Pay, Samsung Pay, Apple Pay, the Visa Ready Program, Fintech Fasttrack, and the Africa Fintech Accelerator.
Prior to Visa, Otto worked as a software engineer, and as an investment banker at Cowen and Company where he covered technology companies. Otto holds an undergraduate degree in Computer Engineering, and an MBA from the University of California, Berkeley.
