Ilya Bourtman has led Google’s International Government Affairs team in Washington DC since 2019. His team is accountable for supporting Google’s businesses around the world on major regulatory and policy challenges as well as supporting new business opportunities internationally. His team also leads Google’s work with all International Organizations (United Nations, OECD, World Bank, IMF, etc).
Between 2007 and 2019, Ilya held various commercial, strategy and external affairs roles for BP in the Middle East, Russia, United Kingdom and United States. Between 2017 and 2019, Ilya was BP’s Senior Director for International Affairs in Washington DC. From 2014 and 2017, Ilya was Vice President, External Affairs for BP Middle East and led teams across Iraq, Oman, Kuwait and the United Arab Emirates. In 2013, Ilya helped lead the start-up of BP’s operations in Kiruk, Iraq. Between 2008 and 2012, he worked for BP in Russia helping to oversee BP’s interest in TNK-BP (a $60bn joint venture) and in several joint ventures offshore Sakhalin. Prior to BP, Ilya worked in Washington, DC for PFC Energy (now part of IHS Markit) advising financial institutions, multinational companies and governments on investment decisions.
Ilya graduated Phi Betta Kappa from Johns Hopkins University and received a Masters Degree in International Economics & International Affairs with distinction from the Johns Hopkins School of Advanced International Studies.
