The State Agency for the Restoration and Development of Infrastructure was created by the government of Ukraine in January, 2023 with responsibility for the implementation of projects for the restoration of Ukraine The key tasks assigned to the Head of the Agency are to start actual work with the first objects of restoration; work out a mechanism for interaction with donors – governments of countries, international financial institutions, non-governmental organizations; coordinate requests from regions regarding priority restoration projects. From August 2021 until 2023, Mr. Nayyem served as the Deputy Minister of Infrastructure of Ukraine. He was born in Kabul, Afghanistan, and moved to Ukraine with his family in 1991. In 2003 graduated from the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" where he studied Aerospace Systems. In 2018, he graduated from Taras Shevchenko National University of Kyiv with a master's degree in law. From 2005 until 2014 he worked as a journalist, special correspondent, editor and media manager of leading Ukrainian publishers. He was awarded the "For progress in journalism" prize of Oleksandr Kryvenko and the "Free Press of Eastern Europe" prize of Gerd Bucerius. Between 2019 and 2021, he worked with the State Concern "Ukroboronprom" as a Deputy General Director.
