As Executive Director for International Government Relations, Jack is responsible for assessing U.S. Government and Congressional policy actions and agendas that impact J.P. Morgan markets around the world and the firm’s global operating environment. In addition, he is responsible for analyzing political, geopolitical and regulatory action of U.S. and government bodies in those same markets and working with the firm’s leadership to identify risk and impact on the firm, clients and important industry sectors. In this capacity, he engages U.S. officials across the government, as well as, representatives to economic and trade dialogues, global standard setting bodies and foreign government officials. In addition, he provides government relations support to JP Morgan’s lines of business in China, Greater Asia-Pacific, UK and the European Union, Latin America and the Middle East.
Jack joined the JPMorgan Chase & Co. Global Government Relations team after fourteen years in senior positions at the United States Treasury, the United States Senate and House of Representatives. Prior to joining JPMorgan Chase & Co., he served as Deputy Assistant Secretary of the Treasury for International and Legislative Affairs, where he was the Treasury Department’s principal liaison to Congress on the U.S. international economic agenda. In that role, he served as a policy advisor to Treasury Secretaries Henry Paulson and John Snow and was involved in the formulation of a number of international economic policies, including in the areas of cross-border M&A, foreign investment, exchange rate surveillance and market access for financial service firms.
On Capitol Hill, Jack served as Senior Counsel to the U.S. House of Representatives Committee on Financial Services, where he was responsible for advancing the committee’s regulatory and policy agenda for financial sector trade and international global competitiveness. He was also legal and legislative counsel to the Honorable Christopher S. Bond, a senior United States Senator who represented the State of Missouri.
Mr. Bartling is a native of St. Louis, Missouri and a graduate of St. Louis University School of Law and the University of Missouri.
