Prof. Kotil was born in 1959. He graduated from Istanbul Technical University (ITU), Department of Aeronautical Engineering in 1983. Mr. Kotil received his Master's degree in Aeronautical Engineering from the University of Michigan, Ann Arbor in 1986, and his M.Sc. He received his second master's degree and his PhD in Mechanical Engineering from the University of Michigan as well in 1987 and 1991 respectively.
From 1991-93 Kotil established and managed the aerospace and advanced composite laboratories at the ITU Faculty of Aeronautics and Astronautics. Serving as an Assistant Professor and Associate Professor at Istanbul Technical University, Faculty of Aeronautics and Astronautics, Kotil has served as Vice Head of the Department and Vice Dean of the Faculty between 1993-94. He worked as a visiting professor at the University of Illinois in the US in 2001, and later as Research and Engineering Section Head at AIT Inc. in New York.
Mr. Kotil gave many lectures and taught many postgraduate courses in Istanbul Technical University, the Turkish Air Force Academy, Istanbul University, Istanbul Commerce University. After working as the Head of Research, Planning and coordination Department of Istanbul Metropolitan Municipality, Kotil started his career at Turkish Airlines In 2003 as Technical Assistant General Manager and in 2005 was appointed to the position of Turkish General Manager and Member of the Board of Directors. Between 2005 and 2011, he served as the Chairman of the Board of Directors of Turkish Technic and between 2010-2012 he carried out the duty of the Member of the Board of Directors for Sun Express.
Mr. Kotil was chosen as a Member of Board of Directors in European Aviation Association (IATA) in 2006. He was also chosen as the Executive Vice President and President in 2012 and 2013 respectively for the Association of European Airlines which he was a Member of the Board of Directors since 2010. In 2014, he became a member of the Executive Board of Turkey-US Business Council of Strategy and Business Development Consultancy (DEIK).
Mr. Kotil served as a Member of the Board of Directors of Turkish Aerospace (TUSAS) between 2015 and 2016. Since October 21st 2016 he is performing the duty of Chief Executive Officer in TUSAS. Between 2017-2018, he also served as the Chairman of the Board of Dire of SASAD (Defense and Aerospace Industry Manufacturers Association) and as a member of the Board of HAB-Ankara Aerospace Specialized Organized Industrial Zone. Mr. Kotil was a Chairman of the Board of Directors of TEI (Turkish Aerospace Engine Industries) between 2017-2019.
He is married and has four children. He has also published many scientific articles and research papers.
