Gaby Portnoy is the Director General of the Israel National Cyber Directorate (INCD). Brig. Gen. (ret.) Portnoy served 31 years of service in the IDF, in a series of senior positions including the Head of Operations in the Intelligence Corps, commander of Unit 9900 (Visual Intelligence), and Head of Planning in the Intelligence Corps.

Portnoy, 52, has a B.Sc. in Industrial Engineering and Design from Shenkar College and an MBA from Ono Academic College. Portnoy previously served as Chief Operating Officer of the high-tech firm EnVizon Medical.

In January 2022, the Prime Minister of Israel decided to appoint him as Director-General of the Israel National Cyber Directorate.
