Ms. Noel Kyle is the Supply Chain Risk Management Initiative Lead within the National Risk Management Center (NRMC) at the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA).
Ms. Kyle oversees a wide-ranging CISA-wide program intended to provide supply chain support and recommendations to partners and stakeholders across the federal government and private industry. Supply chain risk management, with a focus on Information Communications Technology (ICT), is a top CISA priority.
To help identify and address the risks presented by vulnerabilities within the supply chain, Ms. Kyle’s team provides the program management support behind the ICT Supply Chain Risk Management Task Force, a collection of 40 industry and 20 United States Government members tacking key strategic questions in the supply chain risk management space.
Ms. Kyle has led several key initiatives across the Department throughout the past 9 years. Previously, she served as the Education Section Chief within the CISA Cybersecurity Education & Awareness (CE&A) Branch, managing nationally-focused training, education and development initiatives intended to build the Nation’s cybersecurity workforce. She co-authored foundational documents in this space, such as NIST Interagency Report (NISTIR) 8193, which defined indicators for performing cybersecurity work roles and managed an online training program that saved the Federal Government an estimated $62 million, in terms of training dollars, in 2017.
Prior to working with DHS, Ms. Kyle managed programs in business improvement, financial analysis, and marketing at companies of companies of all sizes, ranging from a Fortune 100 firm to small businesses. Ms. Kyle holds a Master of Business Administration from the University of Miami in Florida and a Bachelor of Science in Marketing from Old Dominion University in Florida. She also holds Certified Information Security Manager (CISM) and Project Management Professional (PMP) certifications.
