IF YOU ARE RECEIVING AN 403 ERROR MESSAGE UPON REGISTRATION: 

First try to clear your cache and cookies to see if it is a caching issue. If clearing the cache does not work, try turning off your wifi or switching to a different wifi network.  This article, 403 Error, explains the error  further and the different steps to correct it.
