Rob Knake serves as Deputy National Cyber Director for Strategy and Budget and Acting Principal Deputy National Cyber Director in the Office of the National Cyber Director (ONCD). He works with the Director to establish strategy and budget priorities for the office and leads engagement on these matters with White House and interagency counterparts. Prior to joining the ONCD, Rob was a Senior Fellow at the Council on Foreign Relations and a Non-Resident Fellow at Harvard’s Belfer Center working on cyber policy. From 2011 to 2015, he served as the Director for Cyber Security Policy at the National Security Council where he was responsible for developing the Presidential Policy on cybersecurity. He is married with two children.

Steven M. Kelly has been selected to serve as Special Assistant to the President and Senior Director for Cybersecurity and Emerging Technology, returning the National Security Council staff after having previously served during Obama administration. Steve is a Supervisory Special Agent on detail from the Federal Bureau of Investigation (FBI) where he most recently served as the Chief of Cyber Policy. Over his two-decade tenure, Steve has served in various cyber program roles in both the field and FBI headquarters, including investigations, private sector and international engagement, strategy/policy, and leadership. Prior to his government service, Steve practiced as a registered professional engineer.
