Jeffrey Abramowitz

CEO, Petey Greene Program

Jeffrey Abramowitz, J.D. is the Chief Executive Officer of the Petey Greene Program and past Executive Director of Justice Partnerships and Executive Director Reentry Services for JEVS Human Services and the founder and Program Director of Looking Forward Philadelphia Reentry Program. Jeff previously served on the Board of the Coalition on Adult Basic Education, COABE, where he served as Secretary, and currently Co-chairs the State Advocates for Adult Education Fellowship Program and is Chair of the Public Policy Committee. Jeff was appointed to the Pennsylvania Reentry Council and serves as Chairman of the Employment Committee and past co-chair of the Reentry Committee for the PA Workforce Development Board and served as the past Chair of the Philadelphia Reentry Coalition. Jeff is also a member of the Fair Chance Business Consortium. 

Jeff is a subject matter expert for the U.S. Department of Education, is the Moderator for U.S. Department of Education LINCS Community of Practice on Correctional & Reentry Education and works on the IET in Corrections project for OCTAE. 
Jeff sits on several organizational boards and centers his work in the intersection of adult education, workforce development, and justice. 

Jeff was nominated by his peers and recognized by the Advocacy Association as the Top 20 Advocates in 2023. 

Jeff is the producer and host of the award-winning weekly radio/television show "The Looking Forward" previously on Philly Cam Radio WPPM 106.5 FM and PhillyCam TV (Live Streaming; Xfinity 66/966; Fios TV 29/30; Roku; Apple TV) and WWDB Radio, and Co-Host/Producer of the Behind Every Employer Podcast. 

Jeff is a recognized keynote speaker and presenter across the country.  

Luke Bernstein

President & CEO, Pennsylvania Chamber of Business and Industry

Luke Bernstein is president and CEO of the Pennsylvania Chamber of Business and Industry, the largest broad-based business association in Pennsylvania whose membership comprises nearly 10,000 businesses of all sizes and industry sectors - representing nearly 50 percent of the private workforce in the Commonwealth. 

A seasoned financial, government, and public policy professional, Luke came to the Chamber in 2022 with more than 20 years of experience in the public and private sectors. In his first month as the Chamber's president and CEO, Luke helped lead the historic tax reform effort that included the reduction of Pennsylvania's Corporate Net Income Tax rate from the second highest level in the nation to the eighth lowest by 2031, as well as notable tax relief for small businesses. 

Luke has been included in the top 10 of City and State's "Pennsylvania Power 100" and "Impact 50" for his leadership in making the Commonwealth a better, safer place to live, work, and play. 

Before leading the PA Chamber, Luke was most recently executive vice president, chief operations and technology at Orrstown Financial Services. He had served as Orrstown's corporate spokesperson since 2017. 

He was previously senior vice president of external affairs at the Pennsylvania Bankers Association from 2015 to 2017 and deputy chief of staff for former Pennsylvania Gov. Tom Corbett from 2011 to 2015. 

In addition to his executive leadership roles in the private sector and state government, Luke has experience working at the federal level, as a former appointed advisor in the Administration of President George W. Bush and as an aide in the U.S. Senate. He holds a bachelor's degree in political science and policy studies from Dickinson College, where he also served as an adjunct professor. 

Luke also completed the Duke Leadership Program at Duke University's Fuqua School of Business. He is a very active member of his community, serving on numerous boards and as a youth sports coach. 

Neil Bradley

Executive Vice President, Chief Policy Officer and Head of Strategic Advocacy, U.S. Chamber of Commerce

Neil Bradley is the Executive Vice President, Chief Policy Officer, and Head of Strategic Advocacy at the U.S. Chamber of Commerce. He oversees the organization's advocacy, policy development, government affairs, and political program. Bradley has significantly influenced policy discussions at all government levels and often appears in the media to discuss business priorities. 

Previously, Bradley worked in the House of Representatives for nearly two decades, serving as deputy chief of staff for Majority Leaders Kevin McCarthy and Eric Canto, and as policy director for House Republican Whip Roy Blunt. He also founded Chartwell Policy Solutions, LLC.

Bradley is recognized as a top influencer in Washington by Roll Call, The Hill, and Washingtonian magazine. He serves on several boards, including Georgetown University's McCourt School of Public Policy. 

A Georgetown alumnus, Bradley lives in Chevy Chase, Maryland with his family and hails from Sapulpa, Oklahoma. 

Richard Bronson

Vice President, 2C Workforce Solutions

Richard Bronson began his career on Wall Street where he achieved great success. Unfortunately, some of that success came through committing securities fraud, which resulted in his serving a two-year prison sentence. 

Upon his release, he was homeless and destitute, but through the experience he had discovered his calling: helping those in and out of prison access opportunities so that they'd have a chance to lead a safe, productive life. 

He specialized in workforce development at several reentry nonprofit organizations but came to believe that while companies deliver significant social impact when they hire the formerly incarcerated, the much bigger opportunity exists when they hire this population for business reasons. Inevitably, when companies discover just how well they do on the job, they almost always want to hire more of them. Then their impact grows by an order of magnitude. 

Richard launched the first national, for-profit employment for the formerly incarcerated, 70 Million Jobs, which was successful in facilitating employment for thousands of returning citizens. 

He was named the Society of Human Resource Management's (SHRM) Fair Chance Hiring Partner and was cited for his influence in DE&I by the Staffing Industry Analysts. He was profiled in Forbes, Fortune, Inc, Tech Crunch and was called one of the coolest companies by Entrepreneur Magazine. 

He currently works at 2C Workforce Solution, a national staffing agency focused on those with records that helps those impacted by the criminal justice system land jobs, avoid recidivism and transform workforces. 

Michelle Cirocco 

CEO, Televerde Foundation

Michelle Cirocco is the CEO of Televerde Foundation and Chief Impact Officer for Televerde. She joined Televerde in 1999 and has held several leadership positions, including Chief Marketing Officer. 

Michelle was named one of the World-Changing Women in Conscious Business by Conscious Company magazine and Most Admired Leader by Phoenix Business JournalForbes also featured her journey of transformation in a two-part interview. Michelle is a strong customer champion with a tireless commitment to using business as a force for good. 

Michelle earned her MBA from Arizona State University, where she also serves on the Dean's Advisory Council. She is an avid TED fan and organized and hosted TEDxPerryvilleCorrectional, the first TEDx to be held in an Arizona prison. The event looked behind the curtain of incarceration to show the potential of providing second chances. 

Michelle is deeply committed to supporting justice reform, serving as an ambassador for Represent Justice. She also plays an active role in the Responsible Business Initiative for Justice as a member of its Advisory Council, contributes her expertise as a board member of the Sixth Amendment Center, and is on the boards of both Conscious Capitalism and Women in Revenue. 

The Honorable Danny Davis

U.S. Congressional Representative (D-IL)

Danny K. Davis was chosen by the people of the 7th Congressional District of Illinois as their Representative in Congress on November 5, 1996. He has been re-elected by large majorities to succeeding Congresses.

In the 118th Congress, Representative Davis has been reappointed to the Committee on Ways and Means and is the Subcommittee Ranking Member of the Worker and Family Support Subcommittee. Davis also serves on the Ways and Means Health Subcommittee. Congressman Davis is a member of several Congressional Caucuses, including the Congressional Black Caucus, the Progressive Caucus, the Congressional Equity Caucus, the Urban Caucus, the Community Health Center's Caucus, the Congressional Sugar Caucus, the Congressional Caucus on Black Men and Boys, and Co-Chair of the Congressional Caucus on Re-entry. 

Congressman Davis has distinguished himself as an articulate voice for his constituents and an effective legislator able to move major bills to passage. He has developed a unique and energetic communication style and interaction with his constituents, setting up dozens of advisory task forces to consider significant public policy questions. He hosts several weekly television and radio shows that feature audience calls and produces regular written reports to every household in the district. In additions, he maintains weekly office hours in the district and is widely sought after as a speaker at conference and events. 

In the 118th Congress, Representative Davis is resolutely committed to preserving our democracy, protecting social security, maintaining our nation's gains in civil and human rights, women's rights, voting rights, protection of the environment, consumer and labor protections, reducing inequality, and ensuring quality, affordable health care for all, while maintaining his long time focus on issues of job creation, poverty, health care, education, youth, and criminal justice reform. 

Prior to his election to Congress, he served on the Cook County Board of Commissioners, having been elected in November 1990 and reelected in November 1994. Previously, he served for eleven years as a member of the Chicago City Council as Alderman of the 29th Ward.

Before seeking public office, Congressman Davis had productive careers as an educator, community organizer, health planner/administrator, and civil rights advocate. He has recevied hundreds of awards and citations for outstanding work in the areas of health, education, human relations, politics, and advocacy, including six honorary Doctorate Degrees from well known Colleges and Universities. He has traveled extensively throughout the United States and has spent time in Africa, Europe, the Middle East, Asia, and in South and Central America.

Born in Parkdale, Arkansas, on September 6, 1941, Congressman Davis moved to the Westside of Chicago in 1961, after having earned a Bachelor of Arts degree from Arkansas A.M. & N. College. He subsequently earned both Master's and Doctorate degrees respectively from Chicago State University and the Union Insititute in Cincinnati, Ohio.

He is married to Vera G. Davis, has two sons, Jonathan and Stacey (deceased), and is a member and Deacon of the New Galilee M.B. Church. 

Stephanie Ferguson Melhorn

Senior Director, Global Employment Policy & Special Initiatives, U.S. Chamber of Commerce

Stephanie Ferguson Melhorn is the Director of Global Employment Policy & Special Initiatives at the U.S. Chamber of Commerce. Stephanie's portfolio comprises unemployment insurance and international labor policy. Additionally, she directs the U.S. Chamber's data center initiative. 

In this role, Stephanie keeps the Chamber's members and audience informed about the current state of the workforce. Her work on the labor shortage has been cited in the Wall Street Journal, Washington Post, and Associated Press. Stephanie is a staunch advocate for unemployment insurance modernization and serves on the U.S. employer delegation to the International Labor Conference. 

Stephanie began her career working for Senator Dean Heller and subsequently worked on the public policy team at Amazon. She earned her Bachelor of Arts in Political Science and Spanish Language & Literature as well as her Master of Public Administration degree from the University of Nevada.

Nan Gibson

Executive Director, JPMorgan Chase PolicyCenter

Nan Gibson is Executive Director at the JPMorgan Chase PolicyCenter. In this role, she leads the Second Chance, Careers & Skills, and Economic Security Net issue portfolios and works to develop and advance evidence-based policy solutions to drive inclusive economic growth by bringing together global expertise, data, research, and philanthropic investments. 

Nan works with policy, community, and business leaders to drive effective public policy solutions at all levels of government. She provides policy expertise across a broad range of economic issues and conducts outreach to key stakeholders to build unique partnerships for initiatives related to economic security and workforce development. She works closely with criminal justice reform leaders to advance policies that lower barriers to employment and create greater economic opportunity for individuals involved in the justice system. Nan developed the strategic framework for and co-leads the corporate recruitment and programmatic work of the Second Chance Business Coalition, a group of 50 large companies committed to implementing second chance employment practices and advancement strategies. She also develops best practices for serving the financial services needs of older consumers and combating elder financial exploitation. 

She previously served as Chief of Staff and Executive Director for the President's Council of Economic Advisers during the Obama Administration and as Executive Director of the Joint Economic Committee of the U.S. Congress. Prior to public service, Nan was a senior leader and communications strategist at the Economic Policy Institute, a leading think tank that conducts research on American living standards. She began her career coving Congress, politics, and presidential elections for The New Yorker magazine's Washington columnist and for C-SPAN.

Maha Jweied

CEO, Responsible Business Initiative for Justice

Maha Jweied is the CEO of the Responsible Business Initiative for Justice. She is an international expert on access to justice and has dedicated her career to advancing legal and policy reform to improve systems of justice. 

Prior to joining RBIJ, Ms. Jweied worked with several organizations that partner with the business community to advance access to justice policy and practice in the United States, Europe, and across the globe. She also spent nearly a dozen years in the federal Executive Branch and led the U.S. Department of Justice's Office for Access to Justice and served as the Executive Director of the White House Legal Aid Interagency Roundtable and the U.S. Government's expert on Sustainable Development Goal 16. 

She is a member of the Council for Inclusive Capitalism, the Council on Criminal Justice, The American Law Institute, the International Experts Panel on the Open Government Partnership's Independent Reporting Mechanism, and the Leadership Council of Frontline Justice. She is also Co-Chair of the Advisory Board of New Perimeter (the nonprofit affiliate of the law firm of DLA Piper) and an Advisor to the Pathfinders for Peaceful, Just and Inclusive Societies. 

Dan Letchinger

Senior Vice President, Growth Brands - Dave's Killer Bread & Canyon Bakehouse Gluten Free at Flowers Foods

A marketing leader with over fifteen years of experience in the organic and natural food space, Dan started at Dave's Killer Break in 2007 as a bread slicer, two years after the brand debuted at the Portland Farmers Market. He worked closely with the founding family to grow the business with killer products and a powerful purpose: employing people with criminal backgrounds who are ready to turn their lives around for the better. Since Dave's Killer Bread was acquired by Flower Foods (NSE: FLO) in 2015, Dan has worked in various positions of marketing leadership while the brand has grown to be recognized as the #1 organic bread in the United States and one of the fastest growing brands in the entire category. Today he is senior vice president of Flower Foods' growth brands, including Dave's Killer Brand and Canyon Bakehouse Gluten-Free. A graduate of Grinnell College, Dan received an executive certificate in project management from UC Berkeley in 2014. He lives with his family in Charleston, South Carolina. 

Randall McNeil

Criminal Justice Policy Analyst, Arnold Ventures

Randall McNeil is a Criminal Justice Policy Analyst at Arnold Ventures LLC, where he supports the criminal justice policy team across three key portfolios: Courts Community Safety, and Post-Conviction. He role involved contributing to proposal development, project management, strategy formulations, and community outreach and engagement. Randall leverages his personal experiences with incarceration and reintegration to help guide and complement Arnold Ventures' research and policy strategies for the team. 

The Honorable Carol Miller

U.S. Congressional Representative (R-WV)

Congresswoman Carol Miller represents West Virginia's First Congressional District. Miller serves on the Committee on Ways and Means. 

Miller's focus in Congress is creating jobs, diversifying the economy, investing in trade relations, protecting America's borders, and supporting West Virginia's energy industries like coal, oil, and gas. 

Prior to her election to Congress in 2018, Congresswoman Miller served in the West Virginia House of Delegates from 2006 to 2018 where she rose to become the first female Majority Whip. 

A mother of two and grandmother of seven, Carol Miller is married to her husband Matt, and lives in Huntington, where she owns and operates Swann Ridge Bison Farm and manages real estate. Miller was born in Columbus, Ohio and is the daughter of Congressman Samuel L. Devine and Betty Devine. 

Larry Miller

Chairman, Jordan Brand Advisory Board // Jordan Brand, (NIKE, Inc.)

Larry Miller is the Chairman of the Jordan Board Advisory Board, a division of Nike Inc. He has garnered international respect for his reputation of being an inspirational leader who understands how to build innovative, cultural and premium businesses in the world of sport and lifestyle establishing the standard for the athletic luxury footwear and apparel.

Miller was named President of the Jordan Brand for the second time on July 9, 2012. In his capacity as President, Miller is responsible for overseeing the operations of the $3 Billion sports performance and lifestyle brand while working closely with Nike Inc. global leadership and Michael Jordan to drive its business objectives globally.

Prior to joining the Jordan Brand in 2012, Miller served as President and Alternate Governor of the NBA's Portland Trail Blazers. As President of the Trail Blazers, he was responsible for all aspects of the organization's business and basketball activities, and operation of the Rose Quarter facilities. Miller joined the Trail Blazers in June 2007 and under his guidance the team made three consecutive trips to the postseason while selling out 159 straight games. During the 2010-11 season, the franchise celebrated an 86% season ticket retention rate, and more than 11,000 full season tickets, placing the organization fifth in the NBA. Under Miller's leadership, the Trail Blazers became the first American sports franchise to achieve Gold LEED status for an existing arena, earning the 2009 PRISM award. 

Miller originally joined the Nike team in 1997 as Vice President of the U.S. Apparel division. He then served as Vice President and General Manager of Nike Basketball, where he was responsible for developing and executing strategies that centered on the Jordan Brand, Nike Basketball and Converse. He then became President of the Jordan Brand for the first time from 1999-2006, as Miller led the brand through a period of strong growth as it expanded such product offerings as Women's apparel and grow its portfolio of Team Jordan athletes. 

Before joining Nike, Miller served as President for Jantzen, Inc. He also served as a Manager for Kraft General Foods, Assistant Controller at Philadelphia Newspapers, Inc., and held various positions with Campbell Soup molding his background as one of the most influential corporate leaders in an evolving lifestyle industry. 

Miller makes Portland his home, and currently serves on the Board of Directors for Self Enhancement Inc. ("SEI"), the Oregon Business Council, Oregon Sports Authority, and is a member of the Portland Mayor's Economic Development Cabinet. He is a passionate advocate for education and mentorship and was previously involved with the Urban League and Junior Achievement.

Miller earned a bachelor's degree in accounting from Temple University in 1982, and a master's degree in business from LaSalle University in 1985. He graduated from the Urban League Leadership Institute in 1987. 

His memoir, JUMP, My Secret Journey from the Streets to the Boardroom was published by William Morrow/Harper Collins in 2022. Co-authored with his daughter Laila Lacy, JUMP details Miller's ascent from the streets of West Philadelphia to some of the highest distinctions of the corporate world.                   

Matt Moore

Senior Director, Reentry Services, CoreCivic

Matt Moore's career has spanned every aspect of the correctional system. He has worked as a probation and parole officer, as a supervisor, and as a criminal justice executive in faith-based programs, state and local corrections, and the private sector. Among his accomplishments are developing and implementing prison-based cognitive behavioral programs, residential treatment programs, and intensive supervision programs. 

After more than 30 years in public and private corrections, Matt joined the team at CoreCivic in 2019 as their Senior Director, Reentry Services. CoreCivic is a company that provides quality corrections and detention services, and residential reentry centers that better the public good. Matt oversees their Chaplaincy and Volunteer Services, Addictions and Behavioral Health, Education Services, Reentry Programs, Unit Management and Classification, Training and Fidelity, and Research.

Glenn Spencer

Senior Vice President, Employment Policy Division, U.S. Chamber of Commerce

Glenn Spencer, senior vice president of the Employment Policy Division at the U.S. Chamber of Commerce, oversees the Chamber’s work on immigration, retirement security, labor relations, human trafficking, wage hour and worker safety issues, EEOC matters, and state labor and employment law.

Before joining the Chamber in July 2007, Spencer spent six years at the U.S. Department of Labor in the Office of the Secretary serving as the deputy chief of staff and then chief of staff to Secretary of Labor Elaine L. Chao.

Earlier in his career, Spencer was engaged in issue advocacy and grassroots lobbying for Citizens for a Sound Economy in Washington, D.C., and also worked as a senior analyst in the research departments of the National Republican Senatorial Committee and the Republican National Committee.

Spencer’s articles have been published in numerous leading newspapers, and he has appeared on nationally syndicated radio and television news programs. Spencer holds an M.A. in international affairs from The George Washington University.

Rick Wade

Senior Vice President, Strategic Alliances and Outreach, U.S. Chamber of Commerce

Rick C. Wade is senior vice president of Strategic Alliances and Outreach U.S. Chamber of Commerce. Wade develops and implements programs and initiatives to help the Chamber create new business relationships and partnerships across diverse audiences. He also provides counsel on policy issues and leads special projects. Wade's wealth of knowledge and experience in both the public and private sectors enable him to give a megaphone to the voice of business across the country and share the positive impacts of the free enterprise system. 

Before joining the Chamber, Wade was principal of The Wade Group, a strategic communications and global business development firm, and was a partner at Harves Investment Group, a consultancy that facilitated foreign direct investment into the U.S. 

Previously, Wade was a senior adviser and deputy chief of staff to former Secretary of Commerce Gary Locke where he was a liaison to the White House, businesses, trade associations, civic organizations, and local governments. He was a member of the White House task forces on Puerto Rico, Small Business Contracting, Automobile Recovery, Military Families, and Historically Black Colleges & Universities. He also served on the Interagency Business Council and former Vice President Joe Biden's Task Force on Middle Class America and worked with the White House on implementing the American Recovery and Reinvestment Act. 

Wade also worked with Commerce's Economic Development Administration to foster regional economic development in distressed areas, the National Telecommunications and Information Administration on expanding broadband to rural and urban America, the Minority Business Development Agency to create jobs through the growth of minority-owned businesses, and the Census Bureau on executing the 2010 decennial census. 

In addition, Wade was instrumental in expanding opportunities for U.S. companies to sell their products in the global market. He represented the U.S. at international trade forums including the U.S.-China Joint Commission on Commerce and Trade, the Asian-Pacific Economic Cooperation, the African Growth and Opportunity Act Forum, and the Conference on the Caribbean and Central America. He served as special envoy to the Caribbean, oversaw private sector initiatives in Haiti following the 2010 devastating earthquake, and led trade missions around the world. 

He was a senior adviser to the 2008 Obama for America campaign and is a member of the Democratic National Committee. He was an executive at Hoffman-La Roche and Blue Cross Blue Shield of South Carolina. He also had experience at the South Carolina House of Representatives, the Cabinet of the Governor, and the Office of the President at the University of South Carolina. 

Wade received his B.S. from the University of South Carolina and an M.P.A. from Harvard University. He was awarded honorary doctorates from Benedict College and South Carolina State University and has received numerous awards for exemplary leadership and public service. 

Shea Zwerver

Workforce Relations and Public Affairs Manager, Flagger Force

Shea Zwerver is the Workforce Development and Government Affair Manager for Flagger Force. With over a decade of dedicated service, Shea has emerged as a leading voice in workforce development. Her career is marked by a relentless commitment to creating opportunities, advocating for fair policies, and driving systemic change that uplifts communities and fosters equity. 

Shea has spearheaded initiatives that have successfully connected hundreds of individuals to meaningful employment opportunities. Her approach blends strategic partnerships with public and private sectors and builds workforce pipelines and onramps for individuals on the fringes of the workforce. She is fervent advocate for policies that eliminate barriers for formerly incarcerated individuals. Through her appointment of Pennsylvania's Workforce Development Board, and Co-Chairship of the Barrier Remediation Committee, Shea promotes workforce solutions that are inclusive and accessible. 

Shea holds a Master's in Environmental Studies from the University of Pennsylvania and a Bachelor's degree in Psychology and Landscape Studies from Smith College. She frequently presents at conferences and contributes to publications on topics related to workforce development, fair chance hiring, carceral reform, and nature access.

Beyond her professional achievements, Shea supports the City of Harrisburg's urban forestry efforts, is actively engaged with the Ecologies of Justice network, and serves on the board of the Susquehanna Greenways Partnership. Her vision for a more equitable society continues to inspire and drive her work.
